The displayed value is NOAA's aurora probability percentage at the nearest grid point, taking the maximum over a 3×3 neighbourhood (one degree per cell) to be forgiving about distance to viewing spot.
Low-latitude detection uses a dipole approximation of the IGRF-13 geomagnetic north pole (≈ 80.65 °N, 287.75 °E). Locations with geomagnetic latitude below ±40° receive the "very rarely visible" message when the OVATION value is below 10. Karachi (≈ 17.6°) and Dubai (≈ 19.2°) are low-latitude; Oslo (≈ 59.7°), Tromsø (≈ 67.5°), Fairbanks (≈ 65.6°), and Wellington, NZ (≈ −44.3°) are not.
